I believe he has to be posted and bid on like any other free agent.

1. Player can be claimed by another team, of which posting team will receive nothing in return and the claiming team will take on the player and the remainder of his entire contract. If 2 teams place a claim for the same period, waiver order will be consulted (which will be determined by the reverse order of Inaugural Draft). Once the season starts, the waiver order will be subject to the standings, as of the previous scoring Monday.

Based on the rules, Sand Gnats would get him unless someone lower in the initial draft order places a claim. You have to inquire with Visalia whether the waiver claim has to go to mlbpa or not.

Guys, the way ESPN's saying, you won't have for this year, and you'll have to waste an RFA tag to keep him for next, which based on TJ timelines, you won't have him until June next year, and he won't be who he was until probably following April. Good luck.

When you waive a player, they become a FA. Which just like any other FA needs to be posted, then send a bid to the MLBPA account.
I was just joking when I called dibs above. Dibs are not a legal claim.
