My bad. It's a rule to ensure that players can't be dumped and picked up by contenders. It's a rule here and in TriplePlay but I forgot to check. The Votto bid and the Chris Taylor bids are void and null

can you explain this rule to me i am not contending this season so why would my bid on Votto be voit?

The rule exists because when high end talent is bought out this late into the season most teams have no cap space so it's not a real "Free" market with those teams being restricted from other signings made earlier in the season, especially during the minor league signing week.
Votto and Taylor both would get much higher average annual salaries when all 30 teams have cap space to bid on them.
I created the rule in my league after CarGo was waived during the final year of his contract so that his original team could add prospects with that cap space and then CarGo was signed by a contender on a really cheap contract after prospect bidding had occurred and most teams were capped out, CarGo went on to mash in the 2nd half and was the #1 reason IMO why that team won the title that season and he had locked CarGo up for multiple seasons after that. All this happened when CarGo was still considered a top 20 dynasty player and thus the rule was born to try and prevent high end talent signing for pennies on the dollar, which would never happen in real life.
