There are always errors and over-sights. Even the Commish's message has a typo... that sort of thing is common. We know it's in the rules, but there's no valid excuse for scavenging other teams' players. We have a "paper trail" (electronic trail, in this case) to correct mistakes, omissions and oversights, typos and misreads. It's called a Search. And, we have a "review board" in place to discuss/resolve disputed matters.
If you misspell a name when Searching, something as simple as putting in 2 Ls where one is called for, or 2 Rs, or 2 Ts in a players name -- or the reverse, you put if one where two are called for -- you get No Result; thus you can miss adding your player. Time passes. You are involved with trades, or the draft is coming up, or your busy with salary cap numbers. Time passes and you forget to go back and add your player. There are all sorts of ways to miss adding your guy.
Basically, it is scavenging if you know someone owns a player, and you claim him anyway. This comes up every year. Pretty simple: Rather than undermine your fellow owners, you can chose to send a PM notification.
If anyone can find proof one team owns a player, the league should not allow another owner to scavenge someone's players. All it takes is a complaint, from the owners directly involved or from any league member, and the Commish or review panel makes a ruling on who has clear title or rights to the player. Doesn't even need to be a complaint; it can be simply that an error was discovered.
We know "it's in the rules." We chose not to take that approach. If we find a player is owned, despite his availability on Fantrax, we will notify the owner, so he can correct his omission. We would hope other owners would follow that procedure -- even though we know some owners who will take a different approach.
At least we have voiced our position on this. We dislike vultures/scavengers. Allowing them to snag a guy's player at best leads to bad feelings among owners. Owners make mistakes.
