I don't think you have to pay those milestone bonuses or signing bonuses in this league you just pay the actual contract not the fine print stuff cause if we did that everyone would be paying out cause most descent players have clauses in their contracts if they are top five in mvp voting or top 5 in cy young voting or if they make the all star team they get extra money on top of their actual contracts so I don't think we have to pay out for the extra stuff is what I would say logically speaking.

What about payment deferrals? I asked about Rafael Soriano at the start of the draft. He has a $7M base salary, with $7M in deferments, but you (Jimmy) said that his contract in here is $14M. I would have definitely taken Soriano at $7M, but passed on him at $14M.
Another great example is Homer Bailey's new contract pays him a total of
14:$9M, 15:$10M, 16:$18M, 17:$19M, 18:$21M, 19:$23M, 20:$25M
But, he has base salaries of
in-season payments: 14:$3M, 15:$4M, 16:$11M, 17:$12M, 18:$14M, 19:$15M, with balance of each salary deferred until November each year
So what is his contract in here? In my league Soriano costs $7M and Bailey cost $3M this year.
Basically, what I've decided is, if COTS lists the deferment clear as day, then we go by base salary. Not every contract has every detail known about it and things later come out, like Uehara having an option clause last year wasn't known until August or so. So his option was added much after the fact as the details came out. But, for deferments, since it can totally alter the value of a player, I decided that when deferment is known and clearly stated then that is what we'll use, but if a deferment is learned months or years later, then we will not observe it.
Hopefully my explanation is clear, it's certainly not concise, but it tells the tale of where I'm coming from.
Just trying to get to the heart of the matter in here, once and for all, since it's not in the rules and there are a couple of conflicting statements.

i don't think deferrals should count. in the bailey example, bailey actually earns $9M this year the rest is just a matter of timing of when the check is cut. MLB considers that 9M earned this year too. his base salary is still $9M for 2014. when he gets paid that money is a different issue from when he earns it (i.e. bailey earns that salary this year and even if retires/dies it gets paid). (and if we were to go on when the check is cut then who ever owned bailey should also owe all the deferred payments which beyond 2020 too because under that theory he's getting salary all those years as well).
that, and of course, since the understanding has been that its base salary (not subtracting off deferrals of that base salary) it would be unfair to change it now since managers passed on drafting certain players on the understanding they weren't getting a salary discount based on deferrals. this is the sort of thing that should have been done in advance if there was going to be a change. to change it before the draft would be fine, after, not so much.

Not mention that deferrals are not always public knowledge. I think ARod is still collecting money that the Rangers owe him, from when they went through their bankruptcy.
