If a team wins multiple players that are declined by different managers, the winning teams's pick goes to the tag holder of the high AAS player, with the other manager(s) receiving an additional supplemental pick at the beginning of that round. The following tie breakers are used in such a situation: AAS, followed by years of control, followed by first to decline.
wouldn't a supplemental pick be at the end of a round
